Last evening I had a long informal talk with Commissioner of Foreign Affairs. He admitted anti- British propaganda but countered with unceasing vili- fication of southern armies in all British papers. He said any improvement in this direction could only be achieved by mutual effort. There is a great deal

of truth in this.

As to general situation he said southern govern- ment were anxious about four points: (1) Eugene

Chen was anxious to meet new British Minister either

in Hongkong or here. (2) Some form of recognition of national government. (3) Stoppage of anti-southern propaganda in British papers. (4) Possibility of treaty revision. I replied as sympathetically as I could and

I he promised to do all in his power to work with us. also emphasized unwisdom of threatened labour union

activities.

He said they proposed to move seat of southern gov- ernment to Wuchang in the near future.

I asked him as to possibility of their working with Sun and he said they could and would but only on their conditions; nothing could be done until they had cap- tured Kinklang which they intended to do. He said that all Sun's troops had now been withdrawn to Hupei.
